TRANSFER IN/OUT TCCs (286 - 295 & 786 - 799)

Transfers between funds are recorded by the Accounting Office by a journal entry. Departments requesting a transfer should submit a memo to Accounting. The memo should include the funds, departments, project #s (if any), amounts, and purpose.


Intrafund/Interfund-Nonmandatory Transfer In/Out - (TCC 286, 287, 786, 787) - Consists of voluntary transfers of assets, or liabilities, between funds. The overall net effect of these TCCs should be zero (i.e. transfers in should equal transfer outs). At NDSU, the Accounting Office uses TCCs 287 & 787 for nonmandatory transfers; the Experiment Station uses TCCs 286 & 786 for their nonmandatory transfers. Movement of assets, or liabilities, between Agency Funds (fund range 9000 - 9999) and other funds, are recorded as revenues and expenditures, instead of using transfer TCCs. Transfer TCCs should not be used in Grant & Contract Funds (fund range 4000 - 5599).


Mandatory Transfers-Principal & Interest - (TCC 290, 790, 791, 792, 793) - Consists of nonvoluntary transfers of cash required by a bond indenture or other financing agreement. The 'transfer out' TCCs (790 - 793) are used to record the transfer from the applicable revenue fund. It is not necessary to use TCC 791 & 792; TCC 790 will suffice, as principal & interest transfers are combined on the financial statements. The 'transfer in' TCC (290) is used to record the transfer in the applicable retirement of indebtedness fund (fund range 7400 -7499).


Mandatory Transfers-Loan Fund Matching - (TCC 291 & 795) - Consists of cash transfers from Current-Unrestricted funds (TCC 795) to Loan Funds (TCC 291). The NDSL/Perkins Loan Fund requires a one-ninth matching by the University for all advances from the Federal government.


Student Activity Fee Transfer - (TCC 288) - Represents student activity fee dollars allocated by student government to approved organizations and functions. Dollars are transferred from the activity collection fund to the approved organization based on the approved student government budget.


Transfers - Grants/Scholarship Matching - (TCC 292) - Consists of transfers required by a legally binding agreement with a government agency, private donor, or other organization to match gifts and grants. TCC 292 is used to record both the transfer in and transfer out.


Endowment Gains Utilized - (TCC 295) - Consists of the portion of gains from endowment investments which are transferred to current funds and used for current operating purposes. TCC is used both in the applicable Endowment Fund Group (8000's) to record the transfer out, and in the Current Fund Group (fund range 0225 - 5999) to record the transfer in. This TCC can also be used to record expired term endowments.


Submit for institutional collections - (TCC 799) - Used by the Accounting Office to record the monthly transfer of collections, that go to the State Treasurer, from the institutional collection funds (fund range 2772 - 2900) to the State Treasurer Operating Funds (fund range 2902 - 2992). The same TCC is used to record the transfer in and transfer out.
