The following message is from Barbara Rask, HECN ConnectND Security
Administrator:
A new version of Data Privacy Training will be available on Monday,
October 8th, to replace the FERPA Training and Employee Data Privacy
Training. The questions have been combined in one database, to make
it easier for everyone who needs to take the training, and for you
as Campus Access Control Officers (CACOs), so you will only have one
place to verify that a user has taken the training.
The records of those who have previously taken the training have been
combined to one database as well. There may be some users who may
have to re-take the training, because their identity could not be
determined by the information that they entered when they took the
training previously. We expect that number of users to be very small.
Beginning Monday (Oct 8, 2007), users who request access to the Finance
System will also be required to take the Data Privacy Training. So
Campus Access Control Officers for the Finance System will need to
verify any new users for the Finance System have taken the training,
prior to sending a request to the Security group, just as the Campus
Access Control Officers for HRMS and Campus Solutions have been doing.
I will be sending out information to all Campus Access Control Officers
next week providing instructions for verifying the training.
When the Data Privacy Training database is available to us next
week, we will be checking all 3 systems (Campus Solutions, HRMS, and
Finance) to determine who has not taken the training previously. We
will notify the users of the need to take the training. We will also
send a list of those affected on your campus to the Primary Access
Control Officer for each system, based on the email address in the
user's record. The users will have until November 1st to take the
training. We will check again just prior to November 1st and send
a reminder for those who have not completed the training. On November
2nd we will lock their accounts. We will ask the users to contact
the NDUS Help Desk to create a Remedy Ticket to notify us that they
have completed the training, so we can unlock their account. During
the first week of January we will notify any who have not completed
the training that their account will be removed if the training is
not completed prior to January 14th. During the week of January 14th
we will remove access from any users who have not completed the training.
For any user whose access is removed, a new request form will be required
to re-establish access.
The links for the other training databases will be inactivated on
Monday. We will post revised request forms early Monday mornng. Please
be sure to use the revised forms for any access requests.

Travel rates & forms (August 2007)
Employee in-state mileage reimbursement rate increase from 37.5 cents/mile
to 45 cents/mile changed for travel on or after 8/1/07. In-state lodging
limits from $50 to $55, plus applicable taxes.
A new travel form for travel on or after 8/1/07 is available, under

ConnectND Finance Access Forms (October 2006)
The ConnectND security team has developed new Finance Access forms
for use to request access to the PeopleSoft Finance module. Click

A new page has been added to the NDSU Accounting Office home page
to show information related to the PeopleSoft Finance implementation.

Chart of Accounts for PeopleSoft (September 2004)
The change from the legacy/CICS system to PeopleSoft requires a new
numbering system for fund, department, TCCs, and Building numbers.
Fund #s: A spreadsheet has been posted to the Accounting Office website
that shows the mapping of the old fund numbers to the new PeopleSoft
fund/project numbers. Click here to
download the fund mapping spreadsheet for all NDSU funds. The funds
in this spreadsheet are sorted in order of the legacy/CICS department
number.
Department #s: A spreadsheet is also available which shows the new
department numbers for all NDSU departments. Click

TCC in our legacy/CICS system. Click here

1, 2005 New ConnectND "go-live" date (August 2004)
After reviewing the requirements on the PeopleSoft Grants/Contracts
module, January 1, 2005 is the new target date for implementing PeopleSoft
at NDSU, UND, and Minot State University.
ConnectND
delay at NDSU (June 2004)
NDSU will not "go-live" in using PeopleSoft this summer.
A decision will be made by July 31 as to the new "go-live"
date. Until the new "go-live" date, which will probably
be either January or July 2005, NDSU will continue to operate on the
legacy/HECN systems and business processes will remain the same. One
exception is that NDSU will implement the payroll lag, with the salary
advance on July 15, and the semi-monthly payroll in July 2005.
ConnectND
Account and Department Numbers (December 2003)
What NDSU refers to as a 'TCC' in its current accounting system,
will be referred to as an 'Account' in the upcoming Peoplesoft system.
The code will change from a 3 digit field to a 6 digit field in Peoplesoft.

The 4-digit department number in NDSU's current system will be used
in a similar fashion in the Peoplesoft system. The new system also
uses a 4-digit department; however, because of the new system requirements,
all NDSU department numbers will change. Click

Fund numbers will change from the current 4-digit number to a 5-digit
number and will still be called fund numbers. Project numbers in our
current system will be referred to as program numbers in the Peoplesoft
system.
Record
Retention Change (March 2003)
Record retention guidelines have been modified to indicate a change
from four to seven years as the general rule for retaining original
source document records that support transactions on the general ledger.
Departments that have been strictly following the four year retention
period will need to begin retaining its source documents over the
next three years to reach the new seven year period.
This seven year retention period does not apply to forms and documents
that are photocopies of original source documents already stored in
a central office (such as: travel voucher documents). In this case,
the central office is responsible for the retention.
Written record retention guidelines are included in Section M of NDSU's

Meals
for Staff & Guests Policy & Other AP Guidelines Updated
(January 2003)
NDSU
Policy 170 (Payment of Meals for Staff & Guests) was recently
approved and is now posted on the NDSU Policy Manual web site. The
intent of the changes were to help clarify some of the rules and give
a resolution procedure in the case of disputes.
In addition, the
Accounts
Payable section (section I) of NDSU's Financial Processing Guidelines
for NDSU Departments has been updated to include guidelines on Donations
(part j), Promotional Expenses (part k), Work Environment Expenses
(part l), and Disputes (part m).
GASB
35 Statements Audited (January 2003)
NDSU financial
statements, for the fiscal year ended June 30, 2002, were prepared
under the Governmental Accounting Standards Board (GASB) Statement
No. 35. This new financial reporting standard represented a major
overhaul in financial reporting standards for all of higher education.
One of the major changes was the conversion to reporting fixed asset
depreciation. In addition, a new statement of cash flows was added
to the required statements.
In January 2003,
the first audit report of the North Dakota University System was completed
under the new reporting standards. NDSU's financial statements are
included in that report. NDSU's
individual GASB 35 financial statements are also included in the
Accounting Office web site (view by clicking on the Accounting Office
Info icon on the home page).

Transactions (October 2002)
In October 2002, the following message was sent out of over the NDSU
Accounting User list-serve:
In the future,
departments using interdepartmental billing forms to process transactions
(selling goods and/or services to other university departments) need
to refrain from using any revenue TCC other than 199 to code revenue
in a local fund. Interdepartmental billing transactions should be
recorded using one of the following methods:
1) Shift expenses
from one fund to another. For example: If one fund buys supplies from
another fund, both funds should use the applicable expense TCC. So
as a result overall university expenses do not change: expenses in
one fund increase and but this increase is offset by a decrease in
expenses in the other fund.
2) Record revenue
in the selling fund. If it is important for the fund selling the goods
and/or services to report the transaction with a revenue TCC (i.e.,
revenue TCC's range from 100 to 199), the department or fund must
use TCC 199 (interdepartmental sales), rather than some other revenue
code such as TCC 131 (sales).
By using TCC 199
as a revenue code on inter-departmental billing forms, the Accounting
Office can identify interdepartmental sales on the general ledger
and make elimination entries for purposes of preparing the annual
financial statements.
Funds designated
as NDSU internal service funds (fund #'s 2650 - 2699) can ignor this
email as those revenues are already easily identified and eliminated
for purposes of university financial statement preparation. If you

Donations
(April 2002)
Section I (part
10j) of the Financial Processing Guidelines was updated to show the
legal restriction regarding donations by NDSU to outside organizations.
NDSU, or any state agency or institution, may not make a donation
to an outside organization. Payments made to an individual or association
should be for the fair value of goods received or services rendered.
New Equipment Procedures (June 2001)
Due to the legislative change to raise the capitalization threshold
for capital equipment from $750 to $5,000, changes to NDSU equipment
recording procedures are necessary.

Updates to NDSU Department Financials Guidelines
(June 2001)
Section E (Receipting) and Section H (Property, Plant, & Equipment),
along with the table of contents, have been updated on the web. They
can be printed and replaced in your department manual.

New Staff (May 2001)
The Accounting Office welcomes a new staff member. Her name is Joy
Nesemeier and she begins work May 1st. Joy replaces Angie Limesand
who took a position the NDSU Residence Life department..
New In-state Mileage Rules (May 2001)
Governor Hoeven recently signed House Bill (HB)1197, which amends
the mileage reimbursement rules for all state employees. This bill
was signed on April 18, 2001 and included an emergency provision,
so it becomes effective upon the Governor's signature.
For employee travel on or after April 18, 2001, employees must be
reimbursed for each mile "actually and necessarily traveled in the
performance of official duty" at a rate of 31 cents per mile. Employee
travel before April 18th, must still be reimbursed at a rate of 25
cents per mile.
Changes will be forthcoming to NDSU policy; however, departments must
use the new rates indicated above. If vouchers have been already submitted,
amended vouchers must be prepared.
There are now two travel expense vouchers available on the Accounting
Office web site. One voucher has the old rates, another voucher has
the new rates. Please use the appropriate voucher. If you are preparing
a voucher for the month of April that includes miles before and after
April 18th, you could either manually correct the totals on the bottom
of the form or use the appropriate separate vouchers for the two different
rates.

Financial Processing Guidelines for NDSU Departments
(January 2001)
Guidelines to assist department secretaries, admin assistants, business
managers, and any other NDSU financial system user, are now available.
A binder with a hard copy and tabs is available in the Accounting
Office. Please stop in and pick one up.
A version is also available on the web. Click
here to see a directory. Future updates would be available on
the web. Where a section can be reprinted and inserted in your binder.
Accounting Office form changes (January
2001)
Effective February 1, 2001, the Accounting Office will make some
commonly used forms available on the web for use by your department.
The accounting forms that will be available on the web include the
request for payment form, interdepartmental billing, and the travel
expense voucher. The use of these web forms will be optional, so if
departments desire, they may continue to use the paper forms that
are currently available.
On above effective date, each of these forms will be available in
an Excel spreadsheet format and will be available to download from
the web. The forms will not be interactive, so the user will still
need to print them out and process them as they do now. Advantages
to using these new forms are as follows: 1) Form may be completed
on the PC, no need for the typewriter, 2) User may save their work
and come back later to complete the form, 3) Corrections, adjustments
will be easier to make, 4)The excel spreadsheet do the totaling for
the user.

New Accounting List-Serve (November
2000)
A new list-serve has been established for department secretaries,
administrative assistants, account technicians, and others that need
to be informed of changes in accounting procedures. The list has been
already established based on CICS users who have access to on-line
screen AP82.
A welcome message was sent out on the list serve on November 29th.
So if you received the welcome message your name is on the list serve.

New Monthly Accounting Report Procedures
(September 2000)
Beginning with reports for the month of July 2000, monthly
accounting reports are distributed to departments only by the PageCenter
(web) software. Paper (green-bar) reports are no longer generated and
distributed to departments. A department's reports are available for
viewing in the department's PageCenter mailbox on the WWW. Reports affected
include the fund summary report, fund transaction, and project detail
report.
Timing for the month-end accounting cutoff is also changing. Beginning
this September, month-end accounting reports will be run on the evening
of the third working day after the end of the month. Therefore, a department
should be able to go to their PageCenter mailbox and view their monthly
accounting reports on the web, any time after the third working day
after month-end. For example, September reports will be run on the evening
of October 4, 2000, and can be viewed by departments the morning of
October 5, 2000.
This new timing for the month-end cutoff also involved advancing the
dates, by three days, during which departments can redistribute electronic
billing transactions. Under the new procedure, JB40 can be used during
the last three working days of a month to redistribute electronic billing
transactions between funds. In addition, phone charges will also be
available for redistribution under this new procedure.
New Travel Expense Reimbursement Policy Approved
(August 2000)
The University travel policy has recently been revised and
can now be found in Section
515 of the NDSU Policy Manual. Perhaps the most significant change
is in the out-of-state travel authorization requirements.
The current four-part travel authorization form is no longer required,
because most out-of-state travel no longer needs to be approved by the
Office of the President. The out-of-state travel authorization requirements
are now as follows:
Employees must have each out-of-state trip pre-approved by their
immediate supervisor. In addition, employees in a department, college,
or division must have each out-of-state trip pre-approved by their Dean
or Director. Deans and Directors who report directly to a Vice President
must have their out-of-state trips pre-approved by their Vice President.
Vice Presidents and others reporting directly to the President, must
have each out-of-state trip pre-approved by the President.
An interactive web form is now available for purposes of handling out-of-state
travel authorizations via email. If the employee fills out the web form
and inserts their supervisor's email address, the entry will go to the
supervisor as an email. Supervisors can respond to the employee via

New Information Technology Accounting codes (TCCs)
(June 2000)
With the start of the new fiscal year, July 1, 2000, departments
must begin using the new TCCs that were established to track expenditures
related to information technology (IT). These new IT budget and tracking
requirements are a part of the IT planning requirements passed by the
1999 Legislative Assembly. Click

PageCenter gains momentum (February
2000)
February will be a busy month as the implementation of PageCenter
software begins to take place. For more information on this project,

New out of state meal allowance rates available
(January 2000)
New meal allowance rates are available for out of state travel taking
place after 1/1/2000. The old rates are still applicable for out of
state travel taking place before 1/1/2000. Click

Administrative Systems rollover to Y2K (January
2000)
Administrative CICS systems were restarted early January 1, 2000
and tested for the Y2K bug. No problems were encountered in this process.
The hard work put in by the HECN staff has paid off.
Web Travel Expense Voucher (December 99)
A new web travel
expense voucher form has been added and can be used on a trail basis.
The form can be found under the listing of Forms for NDSU Departments,
under Customer Service and Forms.
Frequently Asked Questions (October 99)
This is a new
feature added to the Accounting Office web site. Click on the Guidelines
and Policies icon and then click on Frequently Asked Questions. We
plan to continue to add FAQs to keep it current.
Printing Accounting System Reports to Web
(September 99)
HECN has made the decision to purchase a software program from Levi,
Ray, & Shoop (LRS)
that will enable NDSU financial offices to print reports to the web
for access by departments. With this process change, departments will
no longer have to wait to receive a paper version of their monthly
accounting reports from the NDSU Accounting Office. Under the new
system, for the department to view their their financial reports,
users will access the web, enter their password, and view their reports
on the screen. The web information can even be cut and pasted into
another application such as an excel spreadsheet.
There should be a significant reduction in paper used at NDSU as
a result of this change, since the distibution of the green bar style
reports will no longer be necessary.
HECN and NDSU is looking at installing the software, testing, training
and implementing before November 1999.
Accounting web site redesign (August 99)
Thanks to David Fliger, Eric Parsons, Nancy Lilleberg and the rest
of the web development team for the redesign of the Accounting Office
web site.
Internal Auditor Reassignment (August
99)
Effective August 1, 1999, Jean Ostrom-Blonigen has been reassigned
to report directly to President Chapman in the position of NDSU's
Internal Auditor and Financial Systems Officer. Jean's office has
been relocated to Old Main, Room 104. Jean previously held a number
of positions in the Business and Finance Division.
"The reason for this change is that the internal auditor position
needs to be independent when reviewing the different divisions of
the university and its operations," according to NDSU President
Joseph Chapman.
Fiscal Year-end Procedures and Deadlines (June
99)
The Accounting Office has issued new guidelines for fiscal year-end

Carolyn Smith (May 99)
Carolyn Smith, 1999 NDSU Accounting graduate, has been an intern
in the Accounting Office the past two years. Carolyn is graduating
this May and has taken a position with Deloitte & Touche, LLP,
one of the Big 5 CPA firms. It has been a pleasure have Carolyn with
us and we wish her the best of luck in the future.

Performance Audit of Contract Services (April
99)
The North Dakota State Auditors Office was requested by the Legislative
Council to conduct a state-wide performance audit of contracts for
services. As a preliminary step in this audit, the auditors are requesting
from NDSU copies of all contracts or agreements that meet certain
dollar thresholds and were in effect during January 1, 1997 to March
1, 1999. To comply with this request the Accounting Office issued
a letter to departments that may have contracts that meet the criteria.
The due date for this audit request is April 30, 1999.
New Accounting Office Manager (March 99)
Milan Knutson began managing
of the NDSU Accounting Office, effective March 8, 1999. Milan's new
functional title is Accounting Office Manager. The Accounting Office
is responsible for accounts payable, general ledger management, financial
reporting, tax reporting and compliance, cash and investment management,
long-term debt management. Milan is entering the NDSU Quarter-Century
Club this spring.
Milan has a B.S. in Accounting from Moorhead State University. Milan
is a certified public accountant.
New Business Office Manager (March 99)
Julie Illich is NDSU's new Business Office Manager. Julie started
in this position on March 8, 1999. Julie comes to NDSU with an excellent
background in university business office operations. Julie's previous
positions include: Business Manager at Northwest Technical College,
Controller at Jamestown College, and Business Manager at North Dakota
State College of Science.
Julie has a B.S. in Accounting from NDSU and is a certified public
accountant.
Interactive Request Forms (March 99)
A new feature has been added to the Accounting Office web site. Interactive
request forms are available for NDSU departments to request services
such as setting up new fund or project numbers, making changes to
existing fund or project numbers, transferring money between local
funds, making error corrections to transactions, requesting foreign
bank drafts. Once the forms are completed by NDSU departments to request
a certain service, an email will be received in the NDSU Accounting
Office and the request will be processed. In addition, a confirming
email will be sent back to the requestor.

Financial Systems Training is Coming!
(January 99)
Jean Ostrom-Blonigen will be transferring from the Business Office
Manager position to Financial Systems Officer & Internal Auditor,
effective March 8, 1999. In this new role Jean is responsible for
developing a financial systems training program and planning future
financial systems enhancements. Training will be provided to campus
personnel on general ledger, accounts receivable, accounts payable,
and payroll systems. During the past few years the processing of various
types of transactions has been decentralized from the central offices
to the departments. This new training program is intended to support
departments that use NDSU's financial systems.
Jean has a B.S. in Accounting from Moorhead State University and
a B.S. in Management Information Systems from NDSU. Jean is a certified
public accountant.
New Management in the Office of Restricted Fund
Accounting (June 98)
Effective June 1, 1998, Karen Hendrickson takes the leadership position
in the Office of Restricted Fund Accounting. Also effective June 1,
1998, Bruce Bollinger, former Director of Restricted Fund Accounting,
takes the position of Director, Agriculture/Extension Budget Office.
Change in Check Distribution Process (June
98)
Effective July 1, 1998, the Accounting Office is changing the process
for distributing certain accounts payable checks. These payments include
checks that are picked up in the Accounting Office for employee travel
expense reimbursements, flex-comp reimbursements, and students. The
new process will have the Accounting Office distribute these checks
to departments through campus mail.
The current process is for the Accounting Office to sort these checks
by department and then telephone the department to pick-up the checks
in Accounting. The checks are held in Accounting until picked up by
someone in the department. Departmental personnel walk from their
campus work-site and pick-up their department's accounts payable checks.
The Accounting Office encourages employees and students to sign-up
for receiving their payments electronically via ACH (Automated Clearing
House). Payments made via ACH are reflected in the customer's bank
account at the start of business on the second day after the payment
is processed in Accounting or Payroll Offices. For example, if a customer
is setup for ACH and his/her travel voucher or flex-comp reimbursement

from this general change and continue to be picked up in the Accounting

LaMae's Retirement (May 98)
After 27 years at NDSU, LaMae Iwen, Accounts Payable Manager, retired
effective May 1, 1998. LaMae was a dedicated employee of NDSU and
she will be missed. LaMae's position is currently held open as vacant
until an evaluation can be made as to what are the needs of the office.
Accounts Payable Changes for Academic Affairs
(March 98)
Changes in the accounts payable process will be put in place this
spring for Academic Affairs. The key element of the changes is that
departments will be allowed to enter their vendor payments on-line
directly to the accounting system. These changes are intended to save
NDSU departments time, money, and provide better service to vendors.
In order to facilitate these changes, the NDSU Accounting Office has
developed a training program for on-line departmental input of vendor
invoices. This training program is directed toward the colleges and
departments under the Vice President for Academic Affairs. (Departments
under Business/Finance and Student Affairs have already implemented
the change. Implementation is in progress for the departments under
the VP for Agriculture.) For more information on this topic see Guidelines

Accounting Office Home Page (January 98)
Our Accounting Office Home Page is new. Thanks to Vishal
Goyal for helping to create this page and Lori
Olson will be keeping the information up-to-date. We have created
this web site primarily to provide information about the office and
accounting procedures to NDSU departments.
New Staff (November 97)
The Accounting Office welcomes a new staff member. Her name is Angela
Limesand and she begins work November 24th. Angela replaces Michelle
Skoblik who took a position off campus.
Reorganization (January 97)
There has been a reorganization of the accounting offices, which
involved some significant shifting of responsibilities. Due to some
increases in workload and new functions within Business and Finance,
it has become necessary to reorganize the Accounting Offices and shift
duties among existing management. In making the following changes,
we also tried to accommodate a certain amount of cross training, as
our management ranks are very thin.
Effective January 1997, Gary
Wawers' title changed from Chief Accountant to Controller. In
addition to his existing responsibilities, he will be responsible
for the Business Office. Previously, the general accounting management
functions were divided among three individuals.
Under the reorganization, Milan
Knutson will now be responsible for all general accounting functions
and will have the title of Senior Accountant. He has relocated to
the lower level of Old Main, Room 11. (This news is superseded by

Jean Ostrom-Blonigen will be responsible for Internal Audit, Business
Office, and for assisting staff with technology changes, i.e., Smart
Card. (This news is superseded by Financial Systems
Training is Coming! news item dated January 1999)
Bruce Bollinger's current responsibilities for a portion of the general
accounting functions will be transferred to Milan. In its place, Bruce
will be responsible for cost accounting, which initially is required
for internal service funds and grants and contracts. In the near future
we will also look into the feasibility of program costing. (This news
