Added helper border to links in RTE

Because several people have succumbed to the "invisible link" bug, a work-around has been applied to assist others who might have the same problem. Now links will appear in the rich text editor inside a blue dotted box.

When you delete a link in the rich text editor, the best method is to right-click the link and choose Remove Link. Any other method may leave (sometimes invisible) artifacts. The most common artifact reported is "invisible links." The links can be deleted but unable to see them, most authors are stumped of where to delete. A patch to automatically remove links that don't have any link text will not be available until the next CMS upgrade so instead you will see dotted blue lines around all links in the RTE. Sorry, it's not possible to show them only around links lacking text. Don't worry, the dots are not present in page preview or in published pages. But if you see a blue dotted box without any content, you should delete it or a phantom link will show in your published Web page.
