December 14, 2005The December meeting of the Graduate Council was called to order by Dean David Wittrock, at 8:30am, December 14, 2005, in the Badlands Room of Memorial Union. In attendance: Mark Aune, Ross Collins, Amanda Dillard, Jacob Glower, Gary Goreham, Harlene Hatterman-Valenti, Ayanava Majumdar JoAnn Miller, Stephen O'Rourke, Judy Pearson, Donna Terbizan, Rodney Traub, Charlene Wolf-Hall. Absent: Joseph Brennan The minutes for the November 9, 2005 meeting were considered. Judy Pearson made a motion to approve the minutes. Charlene Wolf-Hall provided the second. Motion carried. Associate Graduate Faculty Requests: The Council considered the request from the Psychology Department to grant associate graduate faculty status to Terence Barrett. Donna Terbizan made a motion to approve the request. Judy Pearson provided the second. Motion carried. The Council considered the request from the School of Education to grant a teaching waiver to Bill Hall so that he may teach EDUC 717. Judy Pearson made a motion to approve the request. Stephen O'Rourke provided the second. Motion carried. The Council considered the request from the Electrical and Computer Engineering Department to grant a teaching waiver to A.O. Lima so that she may teach ECE 411/611 Optics in the spring semester of 2006. Judy Pearson made a motion to approve the request. Gary Goreham provided the second. Motion carried. Course proposals: Donna Terbizan made a motion to approve the four new courses reviewed and approved by the Academic Affairs subcommittee. Mark Aune provided the second. Motion carried. The Council considered the course proposal for CSCI 759 to be taught spring semester 2006. This course was approved in spring 2005 as a 796 course, but it was never taught. The Council recommended contacting the department to confirm if this course had been taught and if it is on the schedule as a 796 course for spring. Business Graduate Assistant Policy: The Council reviewed the updated policy proposal. Various typographical errors were pointed out. The issue of whether or not graduate assistants are employees was discussed. Cross-Listed Courses: The council had no comments or suggestions for the draft from the Academic Affairs that was presented. Course Proposal Form: Dean Wittrock presented the Course Proposal and Change Form to the Council that is being developed by the Academic affairs committee. The council had no comments or suggestions at this time.. Policy on Incompletes for Disquisition Credits: Dr. Wittrock recommended the policy on incompletes for disquisition credits be changed to be in-line with incomplete for other courses. Judy Pearson made a motion to change the policy regarding incompletes for 797, 798, 799 courses so that it would be consistent with the policy for didactic courses. Gary Goreham provided the second. Motion carried. Continuous Enrollment: Dr. Wittrock suggested that a requirement be put in place that graduate students must maintain continuous enrollment until the final copies of their paper/thesis/dissertation have been submitted. The Council discussed this possibility and how this works in regard to the R credits Kristi Wold-McCormick discussed. The discussion will continue at the next meeting in January. Removal of DCE Director from Certificate Program Committee: Dr. Wittrock recommended the requirement for the DCE Director be on the Certificate Program Committee be removed.
