October 11, 2006The October meeting of the Graduate Council was called to order by Dr. David Wittrock, at 8:30am, October 11, 2006, in the Badlands Room of Memorial Union. In attendance: Bill Berzonsky, Jacob Glower, Samudra Kugel, Renee Magnan, Seth Rasmussen, Carol Rusaw, Donna Terbizan, Rodney Traub, Charlene Wolf-Hall. The minutes for the September 13, 2006 meeting were considered. Donna Terbizan made a motion to approve the minutes. Rodney Traub provided the second. Motion carried. Course proposals: Rodney Traub made a motion to approve the course proposal for NURS 710 with the additional letter of support from Psychology. Donna Terbizan provided the second. Motion carried. Donna Terbizan made a motion to approve the course proposal for PSYC 733 Social Judgment pending correction of errors found on the proposal. Samudra Kugel provided the second. Motion carried. The Council considered the proposed changes to the Master of Military Logistics curriculum. The number of credits for two of the courses is being lowered to 2 so another two credit course may be offered. Donna Terbizan made a motion to approve all four changes being proposed. Rodney Traub provided the second. Motion carried. Business Requests for Associate Faculty Status/Teaching Waiver The Council reconsidered a request from Agriculture and Biosystems Engineering to grant a Teaching Waiver to Dr. Thomas Bon for ME/ABEN 479/679 Fluid Power Systems Design. Additional information regarding Dr. Bon's expertise in the area of Fluid Power Systems Design was received by Dr. Wittrock. Donna Terbizan made a motion to bring the motion to approve back to the table. Rodney Traub provided the second. Motion carried. Motion to grant a Teaching Waiver to Dr. Thomas Bon to teach ME/ABEN 479/679 Fluid Power Systems Design was carried. The Council considered a request from HNES to grant Associate Graduate Faculty Status to Dr. Arupendra Mozumdar. Currently Dr. Mozumdar is a post-doc at NDSU. As such, it is appropriate to grant the three-year appointment. Charlene Wolf-Hall made a motion to grant Associate Graduate Faculty Status for three years to Dr. Mozumdar. Renee Magnan provided the second. Motion carried. The Council considered a request from Transportation and Logistics to grant Associate Graduate Faculty Status to Dr. Kimberly Vachal. Donna Terbizan made a motion to grant Associate Graduate Faculty Status for three years to Dr. Mozumdar. Charlene Wolf-Hall provided the second. Motion carried. Language Proficiency for Teaching Assistants Dr. Wittrock reviewed the current policy for Language Proficiency for Teaching Assistants and provided a grid of current TA's and their status as far as these requirements. Very few international students working as teaching assistants meet the requirements. The policy needs to be addressed as well as how we track this information. The agenda item will be on the November agenda. Research Credits/Unsatisfactory Grades Dr. Wittrock provided suggested language to update the current policy. The change would include the ability to dismiss someone who receives any combination of two C's, D's, F's or U's. Seth Rasmussen made a motion to update the policy language. Samudra Kugel provided the second. Motion carried. Transfer Credits After discussion regarding the current policy regarding transfer credits for doctoral students, Dr. Wittrock determined there is no support for a change to the policy at this time.
