December 13, 2006The December meeting of the Graduate Council was called to order by Dr. David Wittrock, at 8:35am, December 13, 2006, in the Meinike Board Room of Memorial Union. In attendance: Bill Berzonsky, Gary Goreham, Jacob Glower, Verlin Hinsz, Samudra Kugel, Renee Magnan, JoAnn Miller, Stephen O'Rourke, Seth Rasmussen, Donna Terbizan, Rodney Traub, Charlene Wolf-Hall. The minutes for the November 8, 2006 meeting were considered. Rodney Traub made a motion to approve the minutes. Donna Terbizan provided the second. Motion carried. Requests for Associate Faculty Status/Teaching Waiver The Council considered the updated request from HNES to grant a teaching waiver to Justin Forde to teach HNES 431/631 Sport Governance Spring Semester 2007. Donna Terbizan made a motion to untable the request. JoAnn Miller provided the second. . Donna Terbizan made a motion approve. JoAnn Miller provided the second. Dr. Wittrock stated this is a one time request and if the department requests a renewal, he will ask for more documentation of teaching experience and, if requested, evaluations from this course. Motion carried. The Council considered a request from Biological Sciences to grant Associate Graduate Faculty Status to Dr. Donna Jacob. This would be a six year appointment and Dr. Jacob would be allowed to chair supervisory committees. Gary Goreham made a motion to approve. Rodney Traub provided the second. Motion carried. The Council considered a request from Biological Sciences to grant Associate Graduate Faculty Status to Dr. Marvin Fawley. This appointment would be for three years and Dr. Fawley could serve on but not chair committees. Gary Goreham made a motion to approve. JoAnn Miller provided the second. Motion carried. The Council considered a request from Genomics to grant Associate Graduate Faculty Status to Dr. Michael Foley. This appointment would be for three years and Dr. Foley could serve on but not chair committees. JoAnn Miller made a motion to approve. Donna Terbizan provided the second. Motion carried. The Council considered a request from Psychology to grant Associate Graduate Faculty Status to Dr. Jessica Kaster. This appointment would be for three years and Dr. Kaster could serve on but not chair committees. Gary Goreham made a motion to approve. Verlin Hinz provided the second. Motion carried. Course and Program Changes JoAnn Miller made a motion to approve the course proposals listed below as reviewed by the Academic Affairs committee. Samudra Kugel provided the second. The motion was amended to take off HNES 730. Motion carried.
*Courses reviewed and approved by the Graduate Council Academic Affairs Committee # Reviewed and approved by Dean Wittrock The Council considered a proposal from HNES to add the option of Dietetics to the current program. This would be offered through the Great Plains IDEA consortium. Donna Terbizan made a motion to approve. Gary Goreham provided the second. There was discussion regarding the IDEA consortium. Dr. Wittrock suggested invited Greg Sanders to speak at a spring meeting about this topic. Motion carried. Additional Items Language Proficiency for Teaching Assistants Paul Homan spoke to the Council regarding language proficiency for teaching assistants. ETS has discontinued the Test of Spoken English and the only remedy currently offered is the TOEFL Internet-Based Test or IELTS. This won't be an issue if students take the ibT, but the availability of the test is questioned. Dr. Wittrock will look into where the test is being offered. There was discussion of other options and what other schools do. The point was raised that working with UND to find a solution is a good idea. Dr. Wittrock will contact UND to find out what they do in terms of language proficiency. Graduate appointee for DMA committees Dr. Wittrock asked the Council to discuss whether or not Doctor of Musical Arts should have a graduate appointee on their committees. After discussion it was decided DMA students should have an appointee to ensure policies are being followed and student and committee members are being treated fairly. Subcommittee reports The Disquisition Review subcommittee presented information from their meetings. Dr. Wittrock stated is intent is to take the Graduate School out of the editing business and he would like the committee's help in doing so. At 10 a.m., Dr. Wittrock adjourned the meeting.
