Minutes of April 28, 2004 Meeting

Committee Members present: Dick Rayl, Craig Schnell, Bob Peterson, John Elder, Vern Markey, Berlin Nelson, David Rider, Justin Welch, Will Bleier

Chairperson VP Dick Rayl called the meeting to order. VP Rayl asked if there were any additions or corrections to the minutes of the October 27, 2003 meeting. There being none, Berlin Nelson moved and Will Bleier seconded to accept the minutes. Motion carried.

'You Are Here' Campus Kiosks (Dan Mostad / Craig Kilber / Jim Larson)
The student body decided on 5 kiosks, 3 of which would be ready to go for fall session. The kiosks would help to beautify campus by having information enclosed and therefore the papers would no longer fall off and litter the campus. They would be used for directions and hanging information. They are made of metal, water resistant and the information part would be enclosed in glass. They would be 14 feet high, made of copper and steel and have a concrete foundation with wheat coming out of the inside (rustic look). 5 locations were proposed. There was some discussion about why they decided to use wheat for all of the kiosks. A suggestion was made to have a design from each of the top colleges at NDSU, Engineering, Architecture and Business. Craig Kilber mentioned that the idea of having different designs had been discussed but that people wanted them to remain unified.

Space Subcommittee Report (Will Bleier)
Transfer of ANPC Annex space from Animal Range Science to OESH was recommended at the last meeting and has already been approved. The post office space has already been approved as well.

2004 Campus Master Plan Revisions (Bruce Frantz)
There are some new major projects suggested:
Hazardous Material Handling facility
Boiler - new or upgrade
Steam lines
Water Lines
Issue with expansion to the west of 18th Street - there is no steam. Possibility of running steam through the green houses to the new Business building and the Wellness Center.
Albrecht - sewer lines are breaking up.
HVAC - Van Es - deferred maintenance. They have equipment from the 70's - there are air quality issues and concerns about storage of chemicals.
EPA - storm water runoff. Regulations mandate that adjustments need to be made for the sewer system so chemicals are not discharged into the Red River or the watershed.
Snow removal -currently we pile the snow in the parking lots and then move it to the dome or other staging areas west of campus.. We can no longer do this because of salts and oils. Snow piles cannot be stored near the river because of salts and oils going into the river . We are looking into snow melting equipment, which is rather expensive.
Heating plant and the coal pile - they are working on cleaning this up.

We have updates on biennial basis to the master plan but we don't have a format of what should be included in the master plan.

2005-07 Ranked Major Capital Projects List (Dick Rayl)
Minard has been on the projects list for the last 2 bienniums. Ever since 911, the focus is on hazardous equipment before renovations. Minard is still on the list again (it was suggested that if they wait too long it will be beyond repair).

New hazardous material and storage facility is the first priority on the list. It will store new chemicals as well as used chemicals. It will be located on 15th avenue by the Safety Office and Ag buildings.

Boiler - would cost approximately 12 million to replace. If we only replace the tubes it would be approx. 2.5 million and would last for 15 years.

Wellness Center expansion

New College of Business building was approved 4 years ago - they will have to go back and ask for approval again. They have collected 7-8 million in cash and pledges. Suggestion is to lease the land to the development foundation, bond and then pay with pledges. They are hoping to break ground this fall or next spring. 20 million was the original budget, Ag Econ is still in the plan but the theatre may be added later.

Green House Complex - 9 million dollar project (can be broken down into smaller projects).

Headquarters - central grasslands

Northcentral - other funds - agronomy lab and greenhouses. ¾ million estimated project cost.

Emergency Operations Center at Bentson-Bunker Fieldhouse (Bruce Frantz)
NDSU would be the ideal location. The rifle range - BBF - has been out of service for the last 5 years. $750,000 proposed to FEMA for renovation. We have received partial funding of $106,000. We must remove the lead from the rifle range (lead abatement) before any other work can start.. We will need new walls also. Will be used for the Emergency Management academic program ( as well as the back-up EOC for the state.. June 30th is the deadline date.

Campus Traffic Brochure Updates (Tim Lee)
Parking permits price will go to $90 this year, $100 next year and then $110 for the following 2 years. There was a 2nd shuttle bus route added (1/2 route). They extended the route by an hour. There are over 1000 riders per day on the first shuttle bus. The dome parking is up to 400 students. The second route has an average of 400-500 riders per day. There is no overnight parking in the dome lot.

Consultant permit is currently no charge. There will be a $45 charge for the first year, and then they would pay regular rate for their permit to try to stop the misuse of these permits. There was a lot of discussion about this. Don Hanson suggested that the costs would come back to the university anyway (added cost to the vendors service to cover this extra charge). There are also daily permits available.

Campus streets - they will add the downtown campus and the equine center to the map in the brochure.

Parking report (Bob Peterson) - parking fees are supposed to be set and voted on annually. Dick reported that fees are set for the next 4 years. He will check into the policy and see if it should be changed. Bob suggested that the fees should be analyzed in the fall instead of in the spring.

Will Bleier made a motion to approve the traffic brochure and Berlin Nelson seconded the motion.

Service Center Traffic Safety / B Parking Lot Update (Bruce Frantz / Tim Lee)
Transportation Institute conducted a study in 2002 on the traffic in parking lot B - 90% of the traffic drive through, concrete barrier was put in and the traffic increased on 15th avenue -Centennial Blvd. and Bolley Drive. When the Transportation institute did another study,fall 2003, they found that drive through traffic ended, however, people who work and use parking lot B were upset. Petition was sent around. There is a need for a bigger turn around for longer vehicles, Bruce said that he will try to make the turn around larger.

May 13th - meeting with the petitioners to voice their concerns (160 signed the petition). The goal is to provide safe access for pedestrians. Don Hanson proposed two problems - barriers work for vehicles but we have to have access for farm machinery - pedestrians walk around the barriers (unsafe). Berlin suggested having a fenced walkway for pedestrians. Don Hanson thought that the 17th street should be extended to Centennial.

Dick invited everyone to attend the May meeting. Tim suggested that there should be a 4 way stop sign or stop light on 18th and Centennial. They are doing a traffic count at this intersection to see if there is a need for a light. Same issue at 12th avenue and t lot. Will Bleier said that he is used to the barrier now - people need to learn to accept change - safety is the main issue. It was suggested that a representative from the transportation institute should be at the May meeting.

Summer Projects List (Bruce Frantz)
Sudro - windows will be replaced
RDC - Johnson - new steam lines (Albrecht will be closed for a few weeks between 14th avenue and 15th avenue.)
PP Parking Lot will be re-constructed with a new steam vault that will serve Van Es.
Redoing fountains by South Engineering building.
Relocating Hort plots on 18th street, moved south. Collection of flowers were donated - change to botanical garden.
Walster -- a new chiller will be installed, because of an underground leak from the West Dining Center chiller, no shutdowns - but will work on it. Civil engineering - roof will be replaced, will begin on May 17th - no air conditioning during construction.
Dolve will begin in June.
Kiosks going up late summer. Trash cans a new style of receptacle will replace wishing wells.
Eng Tech clean up - better tables (student government was going to try to help but they funded the kiosks instead.)
Website will have further information on construction plans.

Berlin Nelson asked about the Bison Court bids. Bids came in too high, and will be re-bid with cost saving scope changes, asbestos was done on north and south buildings - no air monitoring. Buildings are locked so no one can enter. All contents will be demolished.

Bruce reported that clean up around Askanese and Music Ed buildings will be completed soon. Quonsets will be coming down as will Dacotah Field ticket booths, concession stands and rest rooms.
