Think Tank:
Critical Incident
Facilitator: John Helgland and Jim Venette
Mission Statement:
The purpose is to bring together citizens with many various kinds of expertise
and capabilities to form a regional civil defense network. Terrorism or
tornado, industrial catastrophe or flood, this group will form a structure
for responses to minimizing the impact of such critical incidents. Since
September 11 this think tank of the Northern Plains Ethics Institute has
held three meetings. Present were people from city police, sheriffs, National
Guard, FBI, Fire departments, communications ham radio specialists, micro-biologists,
veterinarians, emergency room doctors, pharmacists, ethicists, geologists,
and FEMA, displaying considerable breath in expertise.
Goals:
This project is connected to a FEMA-sponsored bachelor's degree program.
We intend to become a national model by bringing all sorts of capacities
together to meet whatever problem develops. It will be facilitated by the
Group Decision Center. This center, built on decision-making software, will:
- produce rapid
attainment of consensus and agreement on priorities.
- help us to model
hypothetical catastrophes.
- develop scenarios
to meet problems potentially developing.
- bring together
the wide diversity of capacities represented.
What we learn from
these sessions will be communicated through FEMA.
