January 13, 2010

President Hanson opened the meeting and reminded everyone of the open forum taking place today at 10:30 a.m. in Century Theater as well as the Martin Luther King Jr birthday celebration at noon downstairs in the Memorial Union.

Valrey Kettner shared that the IRB is willing to work with those involved in studies and effected by the Minard wall collapse. Please contact the IRB if they can be of any assistance.

Phil Boudjouk announced that the National Science Foundation has partially funded a remodeling of the Geosciences building.

Prakash Mathew discussed the first day enrollment numbers for the Spring semester. Last year at this time there were 12,052 students enrolled and this year there are 12,856 which is a 6.7% increase.

President Hanson gave an update on several issues:

  • A report on the budget is due to the Board by the end of January. Work is still being done on the budget.
  • The partial hiring freeze will be in place a little longer.
  • Tuition waivers - there are 10 different types of tuition waivers. Grad waivers are the most given out followed by staff, international students, miscellaneous and diversity. It is important to remember the return on investment when looking at waivers.
  • There has been good community and campus response to the Minard wall collapse. If you have suggestions on how the people affected can be helped, please let us know.
  • In February the President and others will be going out into the state to share info with legislators, supporters, etc.
  • A Budget Development Committee has been formed to assist in a better understanding of the current budget as well as next years budget. It includes some VPs, Deans, faculty, staff and a student.
  • On January 19th and 20th there will be an Interim Higher Ed Committee meeting. President Hanson shared some of the questions they have asked everyone to answer.
  • On January 21st there will be a State Board of Higher Ed meeting in Grand Forks. President Hanson will be giving a report on Minard Hall.

Vance Olson announced that Staff Senate is hosting the Valentine Ball again this year. It will be February 20th in the ballroom and tickets are $10/adult or $5/student; $8/couple. Everyone is encouraged to attend.

Amber Altstadt shared that Student Government Executive team has been finalized and there was a strategic planning meeting held on Sunday. SG is still working on the following on the computer cluster evaluation and distributing the student activity fee allocations. The Residence Life wireless plan passed. The smoke free campus policy goes into effect on March 1st and some details are still being worked out for enforcement, education, etc.

Mark Meister informed the group that the next University Senate meeting is January 25th. The Senate will be looking at the process of policy completion and what happens to policies at the University Senate level. Faculty senate, the new library resolution and academic dishonesty will also be brought forth.

Lynn Dorn announced that the Bison Athletics Blood Drive will be February 9th & 10th. Everyone is encouraged to donate blood. She also wanted to thank all the faculty and staff for their work with the student athletes.

Bruce Frantz discussed the Minard Hall situation. The issues are with the 1929 portion of the building. Contractors are still working on the shoring plan and are retrieving materials when they safely can.

Bonnie Neas shared that open forums for the presidential search will be held this week. This is everyone's opportunity to have input on the job description for the president's position. The committee will meet next week to finalize the description and the Board will review it on the 21st. If approved, the position will then be advertised.

Tim Flakoll clarified some of the tuition waiver terms.

Sherri Schmidt announced that the Alumni Association has a new initiative to work with current students. They will have some speakers on campus this semester to help with this initiative. The alumni awards will also be held January 22nd and if you have any nominations, get those to Sherri.

Karla Mongeon-Stewart clarified that the Budget Development Committee will be bringing "experts" in each area as those topics are discussed, i.e. tuition waivers.

Ron Johnson shared that it will be Innovation Week at Barry Hall the week of the 25th. There will be displays, speakers, etc.

Ray Boyer reminded everyone to be aware of their personal safety. Campus police will be doing more to ensure safety and security but everyone needs to make sure doors and windows are locked and areas are secure. Please report anything suspicious to the campus police.

President Hanson opened the meeting with a few brief comments.

Amber Altstadt shared that Student Government is working on the following projects:

  • computer cluster evaluation
  • increasing wireless in all residence halls
  • mid term evaluation pilot will be conducted again next semester
  • researching different libraries to assist in what our needs may be
  • environmental oversight committee has been formed
  • policy 153(smoking ban) is going to the University Senate on Monday. It has already been passed by Student Government

Amber also informed the group that due to graduations, there will be three new members on the executive committee next semester.

Vance Olson announced that Staff Senate also passed Policy 153 as well as a resolution to research a new library on campus.

Mark Meister informed the group that the next University Senate meeting is Monday, December 14th and a few of the issues they will be discussing and/or voting on are the smoking policy, creating a faculty senate, policy coordination and the library resolution.

John Adams shared that construction around campus has slowed some due to weather. 12th Ave is open but more work will be completed in the spring. Facilities will be working on some classrooms over the holiday break. There will be a legislative budget meeting on December 15th in which the President's Residence will be accepted by the state. A performance audit is also being conducted by the state auditor's office on a few projects around campus.

Bonnie Neas announced that the Bison Information Network (B.I.N.) will be up and running soon.

Evie Myers handed out new sexual harassment and equal opportunity posters and asked the group to post these in their work areas. The winter coat drive is still in need of donations and will be hosting a bake sale next week to raise money. NDSU will be hosting the American Indian Science and Engineering Society (AISES) regional conference March 26-28th.

Tom Riley reminded the group that Handel's Messiah will be performed on Sunday, December 13th at Festival Concert Hall.

Gene Taylor announced that the Mascot Challenge will take place on Saturday, December 12th at the mall to raise money for the Salvation Army. The mascots will be at the mall 12:30 - 3:00 that day. He also shared that the football defensive coordinator has resigned.

Sherri Schmidt shared that a broadcast e-mail went out to alumni recently with upcoming events and activities and will also go out to faculty and staff soon.

President Hanson reminded the group that the holiday open house for staff and faculty is today 2:00-4:00 and then closed the meeting.

President Chapman opened the meeting.

Char Goodyear introduced Randy Johnson and Judy Green from United Way. The Milestone Award was presented to NDSU. The video for this year's campaign was shown and Char informed everyone that NDSU will be doing online pledging this year.

Kate Haugen and Wendy Clarin gave a presentation on Bison Connection which is two years old now. There is a new parent web page and a new satellite site at Barry Hall.

Evie Myers, Kerri Spiering and Jaclynn Davis Wallette presented the diversity stats on faculty, staff and students. If someone is traveling out of the country, please contact Equity, Diversity and Global Outreach. They can provide informational material to hand out and also connect the person with alums in the area. Also let EDGO know when visitors are here from other countries. Evie Myers also announced that the Equity & Diversity Center is now open in the Alba Bales House. A coat drive is being conducted and donations can be dropped off at the center.

Bonnie Neas shared that there will be an IT survey going out to everyone starting next week. This will help determine the role of IT moving forward. Jean Ostrom-Blonigen is the PI. Please encourage your employees to participate in the survey and give feedback. There will also be open forums in the spring.

Eric Miller gave an overview of what his position as Internal Auditor is here to do for NDSU. If anyone has any questions, please contact him.

Amber Altstadt shared an update on Student Government. Projects they are working on include:

  • midterm SROI pilot program
  • State of the Student Address in November
  • online bookstore exchange is up and running
  • revamping Herd Hauler
  • smoke free campus policy
  • participating in Bras on Broadway campaign

Val Kettner announced that the first reporting cycle is this Saturday for grants received under the ARRA.

Vance Olson shared that Staff Senate will be polling staff on the smoking policy.

Cathy Backer announced that there would be an open house at the new President's House for President's Council at 11:00 today.

President Chapman announced that enrollment is over 14,000 this fall, everything is going well downtown and introduced new members of the Council:

  • Amber Alstadt, Student Government
  • Chris Anderson, Staff Senate

  • Scott Walden, Animal Resources

Cathy Backer shared that there will be an Open House for faculty and staff at the new President's House on Thursday, September 24th 9:00 - 10:30 a.m. An e-mail announcement will go out to all faculty and staff.

Broc Lietz handed out and went over the Criminal Background Check policy. This policy is modeled after the State Board policy. Checks will be done on all new benefitted hires(final candidates only) and take about 48-72 hours. The fee will be charged to the hiring department.

Laura McDaniel announced that the Council is invited to attend the practice session for the State of the University Address which will be held Wednesday, September 23rd 9:00 a.m. in Festival Concert Hall.

Bonnie Neas shared that one of the web servers has a security issue. Jeff Gerst explained further that a message was sent out to those affected. A new system has been developed and the affected users have been asked to move their items to this new system by November 23rd.

Evie Myers announced the Diversity Center Open House will take place on Wednesday, September 23rd at 3:00 at the Alba Bales House.

Amber Altstadt gave an update on Student Government. They are working on the wording of the smoking ban. Some members of Student Government will be attending the ND Student Association meeting in Bismarck this weekend. A few other projects they are working on include:

  • evaluating computer clusters
  • started a new library task force
  • started a group to help new students get acclimated
  • Homecoming shirts are also available for the staff and faculty to pre-order this year.

Vance Olson shared news from Staff Senate. Jean Hagen and Dan Krogen received Governor's Awards on September 14th. Staff Senate will have a float in the homecoming parade again this year.

Mark Meister informed the group that University Senate is working through some policies. They are also trying to encourage faculty publicity and working with Najla on story ideas. Mark also asked that everyone be vigilant about picking up litter on campus.

Gene Taylor and Lynn Dorn gave an update on athletics. The first home football game is this Saturday, September 19th. Volleyball opener was this past weekend and it was a packed house for the Bison win. Amy Anderson won the Nebraska golf tournament which is the first time someone from NDSU has been invited.

Bruce Frantz shared information on the various projects going on around campus:

  • 12th Ave is behind schedule
  • Niskanen Apartments is on schedule for a Fall 2010 opening
  • West Dining is in the bidding process
  • Minard bid date was pushed back until next week. This will be a 2 - 2 ½ year project.
  • Greenhouse Phase I will be done mid-Jan. Phase II in design & development
  • Putnam - hiring an architect for the redesign plans
  • A new trash truck will be coming February.

Tony Grindberg gave an update on the Research Park. There are 2 new companies coming to the Incubator building. Appareo is moving into their new building the end of September. Pedigree will also be in the Appareo building.
