How to Apply for Education Benefits Certification

NDSU's VA School Certifying Official (SCO) will strive to assist you in the VA Education Benefits Process. The following bullet points are the main framework from which these benefits will flow. The NDSU School Certifying Official does not work for the VA. However, they can assist as you navigate the VA Education Benefits process. If you have any questions, do not hesitate to stop by Ceres Hall 110 on the NDSU campus or call toll-free 1-800-608-6378 or directly at 1-701-231-7985. You may speak to a VA phone representative at 1-888-442-4551 or visit the main VA Education Benefits website.


  • If you have never received VA Education Benefits, complete the online application for VA Education Benefits-Form 22-1990 (VONAPP).

  • Submit the following paperwork after completing the online application directly to the VA Regional Processing Office, P.O. Box 66830, St. Louis, MO 63166:

    Chapter 1606:

    1. Signature Page from the VONAPP
    2. Notice of Basic Eligibility (NOBE)
    3. Copy of Kicker Contract (If Applicable)

    Chapter 1607:

    1. Signature Page from the VONAPP
    2. Notice of Basic Eligibility (NOBE)
    3. Copy of Kicker Contract (If Applicable)
    4. Form DD-214, Copy 4 (Discharge from Active Duty)
    5. Copy of orders that activated soldier

    Chapter 30:

    1. Signature page from the VONAPP
    2. Form DD-214, Copy 4 (Discharge from Active Duty)
  • Once you have received your Certificate of Eligibility from VA, bring a copy to the NDSU VA Certifying Official in Ceres Hall 110 so they can certify your enrollment. However, NDSU can pre-certify your enrollment using either your NOBE or DD-214 prior to official notification of eligibility from VA. You may bring a copy of that to Ceres 110 when you apply for benefits. This may save time in processing payments to the student.

  • Always allow 10-12 weeks for processing the initial application and any subsequent changes in status redarding enrollment or benefit chapter. Also, never hesitat to contact your NDSU VA Certifying Official with questions or concerns you may be experiencing.

  • If you are transferring from another institution and were receiving VA Education Benefits, you must complete form 22-1995 (22-5495 if Chapter 35) Change of Program/Place of Training and turn in to the VA Certifying Official in Ceres 110.

  • If you are applying for Chapter 35 benefits (Dependents of a Veteran) you should contact the VA Regional Office in Fargo to Complete the Application. The phone number is 1-800-827-1000 or they are located at 19th Avenue and Elm Street North in Fargo. If possible, I recommend you stop by the office to schedule the visit.

  • If you have a service-connected disability you may be eligible for Chapter 31 benefits (Vocational Rehabilitation and Employment program). You should call 1-800-827-1000 for more details and to schedule a meeting with a Vocational Rehabilitation Counselor.
