Division of the Assembly
To be used whenever a member doubts the result of a voice vote
or a vote by show of hands-either because the result appears close
or because he doubts that a representative number of the members
present have voted-he can call for a Division of the Assembly.
(RROO Section 29)
Characteristics:
- Must occur before the chair has stated the question on
another motion.
- Is in order without obtaining the floor, when another has the
floor and at any time after the question has been put, even after
the vote has been announced.
- Does not require a second.
- Is not debatable.
- Is not amendable.
- Does not require a vote, since a single member can demand a
division.
- Cannot be reconsidered.
Process:
- The President will decide if motion is in order or dilatory.
(If there has been a clear, full vote, and there can be no
reasonable doubt to the outcome, then the motion is
dilatory.)
- Member states Division of the Assembly.
- If the motion is in order, the President will use a form of
recorded voting.
Voting
Since democracy and efficiency must be maintained, if your vote
is not recorded through PRS or roll call, then you are entitled to
register it with the Recording Secretary.
