The Center for Emergency Management Education and Research (CEMER) was previously known as the Center for Disaster Studies and Emergency Management. As Center staff's understanding of the landscape of emergency management education, research, and synergy needs evolved and their interests in championing efforts to address those needs grew, a new mission for the Center was warranted and a name change important. The North Dakota State Board of Higher Education approved the center name change in Fall 2015.

The shift in title and mission also provided an opportunity to reimagine how a Center to address education, research, and synergy needs in the unique and dynamic field of emergency management would be ideally structured. From the earliest discussions, it was clear that the work of the Center must not simply be informed by, but be driven by and through, collaboration with individuals in higher education institutions, practice settings, and research settings if existing needs are to be met. Thus, CEMER will seek individuals to serve on its advisory board in 2016-2017. The board's function will be to guide and support CEMER's growth and pursuit of projects and activities in each of its mission areas. CEMER will also invite faculty, researchers, and practitioners around the country to affiliate themselves with the Center. The role of affiliated faculty, researchers, and practitioners will be to suggest, collaborate to develop, and collaborate to execute CEMER projects and activities in CEMER mission areas. Affiliation invitations will also begin in the 2016-2017 academic year.
