"Gravitational Induction: An Alternative to Dark Matter"

Galactic stars do not rotate at the speeds they ought to, nor do the galaxies themselves appear to obey Kepler's laws. Is this because there are enormous amounts of invisible dark matter out there or are we dealing here with a new kind of force? I would like to propose an alternative to dark matter that will not only give an answer to the two above problems, but cause light to bend in new and marvelous ways.
