In support of NDSU’s efforts to combat the spread of COVID-19, Sponsored Programs Administration (SPA) staff will be limiting the amount of person to person contact. During this time, the preference is that proposal, award, other requests, or related documents are scanned and/or emailed to SPA using firstname.lastname@example.org. You may continue to forward hard copies via campus mail, but please do not drop off hard copies in person.
While there may be some slight delays in proposal review or award processing, SPA staff will be monitoring e-mails during NDSU business hours Monday-Friday to support the proposal and award efforts of NDSU faculty and staff.
For proposal routing situations where Department Chair/Head, Director, or Dean approval is required, digital signatures will be accepted by SPA instead of the usual original signatures. If digital signatures present an obstacle, SPA will accept e-mail approvals from the Department Chair/Head, Director, or Dean.
Federal Agency Guidance
Given the rapidly changing status of the COVID-19 situation, here is some federal agency guidance.
- For NIH researchers. NIH has developed a website with the details of the NIH response to COVID-19. NIH issued Notice Number NOT-OD-20-082 concerning the impact of timely submission of applications due to COVID-19. If an institution is officially closed or unable to submit a grant application due to effects of COVID-19, the NIH will consider accepting late applications, on a case-by-case basis. The NIH has also issued Notice Number NOT-OD-20-083 with FAQ’s on proposal submission and award management related to impacts of COVID-19, as well as Notice Number NOT-OD-20-086 concerning flexibilities available to applicants and award recipients.
- For NSF researchers. NSF has developed a new website for the research community with detailed guidance on the Coronavirus (COVID-19) which includes guidance for awardee organizations, researchers and reviewers of NSF proposals. NSF will continue to accept proposals, and proposal deadlines, target dates, and submission windows remain unchanged. NSF has published a Frequently Asked Questions (FAQs) document which addresses questions such as the possibility of deadline extensions due to organizational closing or individual isolation/quarantine, among other things. NSF will continue to review proposals using ad hoc reviews and virtual panels. You can download the complete guidance (PDF) from NSF’s website.
