DEADLINES ARE APPROACHING FOR THESE LIMITED SUBMISSION GRANT PROGRAMS

(see more detailed information in the listing below)

A limited submission program is a funding opportunity for which the sponsoring agency has limited the number of proposals an institution may submit. If an institution exceeds the limit, the result can be disqualification of all of the institution’s proposals from the competition. If the number of people interested in a particular limited submission is greater than the institutional limit, Research Development will coordinate an internal competition to determine which proposals are allowed to proceed with submission to the agency.

Sponsors utilize limited submission policies for the following reasons:

  • Reduce the number of proposals received
  • Increase the quality of proposals received
  • Promote collaboration within the submitting institution       
  • Reduction in time and costs to the sponsor

DOE - Energy Frontier Research Centers (agency dl: January)

Energy Frontier Research Centers (EFRC) awards are expected to be in the $2 to $4 million range annually for an initial five-year project period.

Notify RCA: 12/15/2017, 5pm

Limitation: An entity may not submit more than three applications as the lead organization.  However, there is no limitation on the number of applications in which a specific entity may participate as a subawardee (team member).

Community Grants

The Fargo Moorhead Area Foundation is a community foundation created by and for the people of Cass County, North Dakota, and Clay County, Minnesota.  Grants are made in the areas of Basic Human Needs; Community Building; Education; Arts, Culture & Creativity; and the Women’s Fund.  Potential applicants should discuss proposal ideas with Lexi Oestreich, program officer at FM Area Foundation, (email lexi@areafoundation.org) before developing a proposal.

Limitation: Up to seven applications will be accepted per calendar year, from seven different NDSU units.

Undergraduate Science Education Grants
HHMI expects to make up to 60 awards of up to $1 million each over five years.

Limitation: Institutions are limited to one pre-proposal in one of two categories.

HHS OMH - Empowered Communities for a Healthier Nation Initiative (agency dl: Aug)

In a new program called Empowered Communities for a Healthier Nation Initiative, the HHS Office of Minority Health anticipates funding up to 16 cooperative agreements for $300,000 to $350,000 each for approximately $5 million total, for a one-year period of performance, for a project period of three years.

Limitation:  The program will consider only one application per organization under each of the three focus areas:

  • combating opioid abuse
  • childhood and adolescent obesity
  • serious mental illness

National Endowment for the Arts Research Labs provide up to $150,000; however, this Cooperative Agreement requires a nonfederal cost share/match of at least 1 to 1.

NEH Summer Stipends provides $6,000 for two consecutive months of full-time research and writing.)

Limitation: NEH Summer Stipends are awarded to individuals, not to institutions, but they must be nominated by their institutions. There is a limit of two per year per institution.

NIH - Centers of Biomedical Research Excellence (COBRE) (P20) (agency dl: Dec.)

Centers of Biomedical Research Excellence (COBRE) (P20)
The NIH COBRE program seeks to promote the initiation and development or expansion of unique, innovative state-of-the-art biomedical and behavioral research centers at institutions in IDeA-eligible states. The primary objective of the COBRE initiative is to build and develop thematic multi-disciplinary research centers.  Research supported by this program spans the full spectrum of basic and clinical sciences and encompasses all areas of health-related investigation.

Limited Submission: Only one application per institution (normally identified by having a unique DUNS number or NIH IPF number) per fiscal year is allowed.

Collaborative Program Grant for Multidisciplinary Teams (RM1)
The new Collaborative Program Grant for Multidisciplinary Teams is designed to support highly integrated research teams of three to six PD/PIs to address ambitious and challenging research questions that are important for the mission of NIGMS and are beyond the scope of one or two investigators. Collaborative program teams are expected to accomplish goals that require considerable synergy and managed team interactions. Project goals should not be achievable with a collection of individual efforts or projects. Teams are encouraged to consider far-reaching objectives that will produce major advances in their fields.

The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH.  The over-arching goal of this NIGMS R25 program is to support educational activities that enhance the diversity of the biomedical workforce.  To accomplish the stated over-arching goal, this FOA will support creative educational activities with a primary focus on research experiences and courses for skills development.

Research Initiative for Scientific Enhancement (RISE) (R25)
Application budgets are not limited but need to reflect the actual needs of the proposed project.  The maximum project period is five years. Support is allowed for undergraduate (UG) (A.D./B.S./B.A.) and graduate (M.S./Ph.D.) students in the form of salary and wages. Stipends are not allowable for the RISE Program.  Indirect Costs (also known as Facilities & Administrative [F&A] Costs) are reimbursed at 8% of modified total direct costs (exclusive of tuition and fees and expenditures for equipment), rather than on the basis of a negotiated rate agreement.

Proposals that address the goals of specimen digitization through innovative plans, strong collaborations among large and small institutions, and mechanisms to build upon existing digitization projects are strongly encouraged.

Limitation: Only one Thematic Collections Networks (TCN) proposal may be submitted by any one organization as the lead organization. Organizations may be involved in more than one collaborative effort as a non-lead proposal.

The AISL program supports six types of projects: (1) Pilots and Feasibility Studies, (2) Research in Service to Practice, (3) Innovations in Development, (4) Broad Implementation, (5) Literature Reviews, Syntheses, or Meta-Analyses, and (6) Conferences.

There are two distinct funding Tracks: (1) Engaging students in the geosciences through extra-curricular experiences and training (GEOPATHS-EXTRA) and (2) Improving pathways into the geosciences through institutional collaborations (GEOPATHS-IMPACT). Regardless of which track is selected, the maximum total award size will be $500,000 in funding, with the average total award size expected to be in the $300,000 to $350,000 range for up to 36 months.

NSF - Innovation Corps (I-Corps) Nodes (agency dl: Feb.)

Innovation Corps (I-Corps) Nodes Program

I-Corps has three distinct components: Teams, Sites, and Nodes
- Teams: composed of academic researchers, student entrepreneurs and business mentors (limited submission does not apply to Team proposals)
- Sites: aim to nurture and support multiple, local teams to transition their technology concepts into the marketplace.
- Nodes: designed to support regional needs for innovation education, infrastructure and research.
Limitation: For Nodes, only one proposal may be submitted by an eligible organization.

  • Track 1: Track 1 MRI proposals are those that request funds from NSF greater than or equal to $100,000 and less than $1,000,000.
  • Track 2: Track 2 MRI proposals are those that request funds from NSF greater than or equal to $1,000,000 up to and including $4,000,000.

NRT replaced IGERT. Awards are expected to be up to 5 years in duration with a total budget of up to $3,000,000. NRT IGE Track Awards are expected to be up to 3 years in duration with a total budget between $300,000 and $500,000.

The Partnerships for Innovation (PFI) Program previously had three components: PFI: AIR-TT, PFI: AIR-RA and PFI: BIC. These components have now been subsumed under the revised Partnerships for Innovation Program. The solicitation offers two broad tracks for proposals in pursuit of the six goals.

Research Experiences for Teachers (RET) in Engineering and Computer Science - Supplements and Sites
RET Sites support a cohort of at least 10 STEM teachers and/or community college faculty per year for a minimum of six weeks during the summer.The maximum total request for a Site is $600,000 for a duration of up to three years. Supplements are limited to a maximum of $10,000 per teacher for a duration of one year subject to the availability of funds.

Limitation: Three Site proposals may be submitted per competition by a U.S. academic institution, including a College/Department of Engineering, Engineering Technology, or Computer and/or Information Science as the lead institution. Two proposals may have an engineering focus and one proposal may have a computer and/or information science focus.

The program supports three types of projects: 

  1. Awards for Institutional Capacity Building projects should not exceed $650,000. 
  2. Awards for Design and Development Type 1 Single Institution projects should not exceed $1.0 million.
  3. Awards for Design and Development Type 2 Multi-Institutional Consortia projects should not exceed $5.0 million.

Limitation: An Institution may submit one proposal (either as a single institution or as a member of a multi-institutional Design and Development consortium) from each constituent school or college that awards degrees in an eligible field.

USDA AFRI - Food, Agriculture, Natural Resources and Human Sciences Education and Literacy Initiative (agency dl: June)

USDA AFRI Food, Agriculture, Natural Resources and Human Sciences Education and Literacy Initiative
The goal of the AFRI ELI Program is to develop the next generation of research, education, and extension professionals in the food and agricultural sciences. In FY 2017, the AFRI ELI RFA invites applications in four areas: professional development opportunities for K-14 teachers and education professionals; training of undergraduate students in research and extension; fellowships for predoctoral candidates; and fellowships for postdoctoral scholars.

NIFA anticipates $18 million will be available to support Program Areas in this AFRI RFA that are designed to help solve critical problems across the United States for project durations of up to 2, 3 or 4 years (FY 2017 - FY 2020). Applications must not exceed $300,000 total (including institutional allowance) for project periods of up to 4 years.  An undergraduate fellowship may be provided for up to 2 years per student.

USDA NIFA - Women and Minorities in STEM Fields Grant Program (agency dl: June)

Women and Minorities in Science, Technology, Engineering and Mathematics Fields
Grant Program Funding Opportunity (WAMS)

The purpose of this program is to support research and extension projects that increase participation by women and underrepresented minorities from rural areas in STEM. NIFA intends this program to address educational needs, as determined by each institution, within broadly defined areas of food and agricultural sciences and related disciplines.

Notify RCA: by 5/1/2017

Limitation: Each eligible, individual institution, independent branch campus, and branch institution of a State system may submit one application as an individual institution. Institutions that received a grant under this program in a prior year are still eligible to submit and receive a regular grant this year.

NDSU Pre-proposal deadline: (if necessary) 5/10/2017

Agency submission deadline: 6/8/2017
