Successful Disaster Recovery Using the Community Capitals Framework

Communities having experienced a natural disaster leverage their assets in the recovery process. The Community Capitals Framework (CCF) is a tool for city officials, emergency managers, community development practitioners, and researchers to examine the resources used in successful disaster recovery. The North Central Regional Center for Rural Development (NCRCRD) provided funding for a multi-state, multi-discipline team to conduct case studies of disaster recovery using the CCF. The communities included Breckenridge, MN (flood), Pilger, NE (tornado), and McCook, NE (drought).
