How Annual Parking Permit Fees are Determined
Parking operations at NDSU are funded through user fees in the form of annual parking permits, visitor pay-lot revenue and enforcement fines. Parking and Transportation Services receive no revenue from state appropriations, student fees or tuition for parking functions on campus. Parking operations include activities such as snow removal, parking lot repair & maintenance, street repair, new parking construction, signs, striping, equipment, technology fees and general administration.
Annual parking permit fees are approved by the NDSU President, after recommendation from the Campus Space and Facilities Committee. CSFC is a Senate Coordinating Council committee with representation from University Administration, Faculty Senate (representing all Colleges, Libraries and Graduate Studies), Staff Senate and Student Senate.
When the CSFC convenes to evaluate parking fees, staff from Parking and Transportation Services presents information about current parking policies, regulations and activities. PTS also presents revenue and expense information from the previous three years, the current year and projections for the next three years. PTS proposes future capital projects (parking lot reconstruction, major equipment, etc.) from a 20-year capital improvement plan, and based on recommendations from the Campus Master Plan.
