Lt. Col Peter A. Bulinski is the Commander of Air Force
Reserve Officer Training Corps (AFROTC) Detachment
610 at both North Dakota State University in Fargo, ND
and the University of North Dakota in Grand Forks, ND.
Detachment 610 is a Department of the Air Force
commissioning program that develops Air and Space
Force leaders of character whom we expect to fight and
win our Nation’s wars.

Lieutenant Colonel Bulinski earned a Bachelor of Science
Mechanical Engineering degree from the University of St.
Thomas and was commissioned as a second lieutenant
through the ROTC program as a distinguished graduate in
2007. He has served in numerous positions in Air Mobility
Command & Air Education and Training Command wings,
to include Director of Wing Innovation, Director of
Operations, Senior Test Director, Deputy Chief of Wing
Plans and Programs, Chief of Squadron Training, and
Flight Commander. Lieutenant Colonel Bulinski is a joint
qualified officer and served as a staff officer at
Headquarters North American Aerospace Defense
Command as the Deputy Chief of Training and Exercises
Branch. He is a command pilot with more than 4.000 flight
hours in numerous aircraft including over 1,700 combat
hours in the KC-135R/T and the C-17A. Prior to his current
position, Lieutenant Colonel Bulinski served at the commander, 58th Airlift Squadron, Altus Air Force Base, Oklahoma.
