November 14, 2019 Meeting Minutes | Fargo, ND
The State Board of Agricultural Research and Education met for a regular meeting, along with Testimony/Input Sessions in Fargo, ND on November 14, 2019. Members in Attendance: Jim Bahm, Doug Bichler, Mark Birdsall, Dean Bresciani, Lance Gulleson, Larry Hoffman, Jerry Klein, Greg Lardy, Brian Leier, Sarah Lovas, Dick Roland, Dean Wehri, and Julie Zikmund. Tom Bodine attended on behalf of Doug Goehring. Members Absent: Tracy Boe.
Chairman Birdsall called the meeting to order at 8:00 a.m. He welcomed members and guests, and invited everyone in attendance to make introductions.
Approval of September 18, 2019 Meeting Minutes
MOTION: Larry Hoffman made a motion to approve the September 18, 2019 meeting minutes; President Bresciani seconded the motion. Motion carried.
Dr. Greg Lardy, Administrative Updates
- Several searches are underway; Dr. Lardy reported on the progress of each search.
- Web initiative is in progress. Contractors have been hired to improve the overall site, become more user-friendly.
- Hiring is also underway for county extension agent positions.
President Dean Bresciani, NDSU Updates
- NDSU is experiencing a decline in enrollment; a national trend for higher education.
- Freshman class enrollment has held steady.
- University of MN is our biggest competitor, offering significant financial incentives.
- NDSU launched its largest capital campaign, thus increasing student scholarships, faculty funding.
- Collaboration with President Wynne, UND in regards to research funding requests from the legislature. ND does not discern funding for research, which is typical in other states.
Mark Birdsall, SBARE Chair
The process for testimony as well as the timeline was reviewed. Each presentation is followed by an opportunity for questions, which is reserved for SBARE members. SBARE members received a binder, which included testimony schedules, option for note taking, and written testimony provided thus far.
Chairman Birdsall called on Keith Peltier to report on the search for the Vice President for Agriculture. A national search was conducted; four candidates selected. Interviews to be conducted during November and December. Chairman Birdsall encouraged SBARE members to attend and participate in the process.

At the conclusion of the stakeholder input session, Chairman Birdsall asked if board members had any comments or questions.
Announcements
The next Testimony/Input Session is December 4 in Bismarck, ND. Discussion was held regarding a possible reception December 3; however, too many conflicts for that particular date.
Burleigh County Extension is hosting a lunch for Bismarck area legislators on November 26. SBARE members were encouraged to attend the luncheon.
Sarah Lovas, Vice Chair plans to attend the Farm Bureau Convention. It was noted the ND Farmers Union State Convention is December 13-14 in Bismarck. SBARE representation at such events is encouraged.
MOTION: Jerry Klein made a motion to adjourn the meeting; Jim Bahm seconded the motion. Motion carried.

Members in Attendance: Jim Bahm, Doug Bichler, Mark Birdsall, Dean Bresciani, Lance Gulleson, Larry Hoffman, Jerry Klein, Greg Lardy, Brian Leier, Sarah Lovas, Dick Roland, Dean Wehri, and Julie Zikmund. Tom Bodine attended on behalf of Doug Goehring. Members Absent: Tracy Boe.
Chairman Birdsall called the meeting to order at 9:00 a.m. He welcomed members and guests, and invited everyone in attendance to make introductions. He again reviewed the process, reminding the board of their role during the listening sessions.
The meeting moved forward with testimony.
